    "answer": "For public RF exposure in the mobile bands, Russia is the strictest of the large jurisdictions at 10 µW/cm² (0.1 W/m²) from 300 MHz to 300 GHz, followed by China at 0.4 W/m² below 3 GHz, India at one tenth of the ICNIRP figure for base stations (0.9 W/m² at 1800 MHz), Italy at a 15 V/m attention value, and Switzerland, whose installation limit value applies per installation at sensitive locations. The U.S. FCC limit of 10 W/m² above 1.5 GHz and the ICNIRP-derived limits used across the EU, UK, Canada and Australia sit at the top of that range — up to a hundred times higher than Russia's. Stricter numbers do not imply the higher ones are unsafe: the low limits are policy choices about margin, and none of the frameworks disagree about where established effects begin.",
