ICNIRP and FCC limits are derived from the exposure at which established effects occur — tissue heating above about 100 kHz, nerve stimulation below it — then divided by a safety factor, typically 50 for the general public. ICNIRP's position is that no effect below the thermal threshold has been demonstrated consistently enough to base a limit on; precautionary frameworks such as BioInitiative and EUROPAEM assume such effects exist and propose targets orders of magnitude lower.
