Why does India apply one tenth of the ICNIRP limits to mobile towers?

## Answer

India adopted the ICNIRP levels in 2008 and then, on the recommendation of an inter-ministerial committee, cut the base-station allowance to one tenth of them with effect from 1 September 2012 — a precautionary policy decision, not a finding that the ICNIRP levels are unsafe. The resulting limits are 0.45 W/m² at 900 MHz, 0.9 W/m² at 1800 MHz and 1 W/m² at 2100 MHz and above. The reduction applies to base-station emissions only: handsets are still certified against the 1.6 W/kg SAR limit over 1 g, and compliance is enforced through licence conditions, operator self-certification and DoT field audits with penalties.
