## Scope

The 'general environment' table applies where the public has normal access: an operator whose station exceeds it must fence the area off, with exemptions for stations under 20 mW average power, mobile stations and temporary emergency stations. A second table gives instantaneous (non-averaged) values for 10 kHz–10 MHz. Handsets used against the head are regulated separately at 2 W/kg local SAR over 10 g. Power-frequency fields are not covered here — they fall under METI's electrical-facility ordinance.
