What these numbers are
Both figures are the manufacturer's own declaration from a compliance test at maximum transmit power, collected and published by the German Federal Office for Radiation Protection. They are averaged over 10 g of tissue under EN 62209-1 (ear) and EN 62209-2 (body), which makes them comparable with each other and with the 2 W/kg EU local limit — and not comparable with a U.S. FCC figure, which is averaged over 1 g against 1.6 W/kg.
What they do not tell you
A declared SAR is a worst-case ceiling, not exposure in normal use: a phone with good network reception transmits far below maximum power, so day-to-day absorption is typically orders of magnitude lower than the declared value. A lower declared SAR therefore does not mean lower everyday exposure, and every model on sale is below the legal limit. The body-worn value only holds at the declared separation distance.
