Definition

Switzerland's ONIR/NISV distinguishes an immission limit value, which protects against established effects and follows ICNIRP, from an installation limit value, which applies to the contribution of one installation at places of sensitive use such as homes and schools and is roughly a tenth of the ICNIRP reference level in field-strength terms. It is precautionary by design and legally binding, which makes Switzerland the standard counterexample to the claim that precautionary limits are unenforceable.
