Definition
ISO/IEC 17025 is the international standard for the competence of testing and calibration laboratories. Accreditation is granted by a national accreditation body for a specific scope — a named method applied to a named measurand — so a firm accredited for 5G NR base-station measurement to the METAS method is not thereby accredited for anything else. It is what authorities rely on when a measurement has legal consequences: Swiss NISV compliance measurements must come from a firm in the SAS register, whose scope entries list each measurement recommendation it may apply.
