Authorities act on measurements taken by the method their own rules prescribe, by a body accredited for that method: in Switzerland that means a firm holding ISO/IEC 17025 accreditation for NISV measurements, which you can verify in the public SAS register by searching for 'NISV', applying the BAFU measurement recommendations for GSM, UMTS, LTE and 5G NR. Your own readings are still useful — they tell you whether a professional measurement is worth paying for, and where in the building to ask for it — but a broadband meter cannot separate one operator's signal from every other transmitter in the band, which is exactly what a compliance assessment has to do.
