Scope
Health Canada publishes Safety Code 6 as a guideline: it applies directly to federally regulated sites and may be adopted by provinces and industry. Its practical force comes from Innovation, Science and Economic Development Canada, which adopts it as the scientific basis for equipment certification and RF compliance of phones, base stations and broadcast antennas. Values are structured as basic restrictions (SAR, internal field) and reference levels (field strength, power density), with separate uncontrolled and controlled environment tiers.
