Is it true that RF exposure limits only protect against heating?

Answer

Substantially yes, and that is the crux of the dispute. ICNIRP and FCC limits are derived from the exposure at which established effects occur — tissue heating above about 100 kHz, nerve stimulation below it — then divided by a safety factor, typically 50 for the general public. ICNIRP's position is that no effect below the thermal threshold has been demonstrated consistently enough to base a limit on; precautionary frameworks such as BioInitiative and EUROPAEM assume such effects exist and propose targets orders of magnitude lower.
