Why are India's tower limits 10 times stricter?

A 2012 precautionary policy decision cut India's base-station limits to one tenth of ICNIRP: 0.45 W/m² at 900 MHz, 0.9 at 1800, 1 W/m² above 2 GHz. Handset SAR is unchanged.

Why does India apply one tenth of the ICNIRP limits to mobile towers?

Answer

India adopted the ICNIRP levels in 2008 and then, on the recommendation of an inter-ministerial committee, cut the base-station allowance to one tenth of them with effect from 1 September 2012 — a precautionary policy decision, not a finding that the ICNIRP levels are unsafe. The resulting limits are 0.45 W/m² at 900 MHz, 0.9 W/m² at 1800 MHz and 1 W/m² at 2100 MHz and above. The reduction applies to base-station emissions only: handsets are still certified against the 1.6 W/kg SAR limit over 1 g, and compliance is enforced through licence conditions, operator self-certification and DoT field audits with penalties.
