China GB 8702-2014 electromagnetic environment control limits
China's mandatory national standard for public exposure from 1 Hz to 300 GHz, referencing ICNIRP 1998 and IEEE but setting values of its own that are stricter in the mobile bands.

Scope
Covers public exposure in the electromagnetic environment and the exemption scope for installations, and is used for environmental assessment and enforcement of transmitters and power infrastructure. It explicitly does not govern exposure of users to their own wireless terminals or household appliances, and is not a product-quality specification. Values from 0.1 MHz upward are RMS over any continuous 6-minute interval.
