Did Italy raise its EMF limit from 6 to 15 V/m?

Yes — the attention value and quality objective went from 6 V/m to 15 V/m on 30 April 2024 under Law 214/2023; the 20 V/m exposure limit is unchanged.

Question

Is Italy's EMF limit still 6 V/m, or has it been raised to 15 V/m?

Answer

It was raised. Article 10 of Law 214/2023 increased Italy's attention value and quality objective from 6 V/m to 15 V/m with effect from 30 April 2024, pending alignment with the European limits; the ministry framed it as the level needed to run 5G on the existing grid of base stations while staying below the 60 V/m EU reference level. The separate exposure limit under DPCM 8 July 2003 — 20 V/m in the 3 MHz–3 GHz band — was not changed. Any page still quoting 6 V/m as Italy's current figure is out of date, and regional ARPA agencies have increased monitoring since the change.

Italy's three-tier RF law — exposure limit, attention value and quality objective — whose precautionary tiers were raised from 6 V/m to 15 V/m on 30 April 2024.

    Standards & frameworks

  • Italy attention value and quality objective (15 V/m)

The precautionary tier of Italian law, raised from 6 V/m to 15 V/m on 30 April 2024: it applies inside buildings occupied four or more hours a day and outdoors in intensively frequented areas.

    Exposure limits

  • Italy exposure limit, 3 MHz–3 GHz (20 V/m)

The non-precautionary tier: 20 V/m (about 1 W/m²) as the exposure limit for public exposure to fixed installations between 3 MHz and 3 GHz, unchanged by the 2024 amendment.

    Exposure limits

  • Attention value and quality objective

Italy's two precautionary legal tiers below the exposure limit: the attention value applies where people spend four or more hours a day, the quality objective applies outdoors in busy areas.
